A contractor says the roof needs major repairs, a full replacement, or immediate action to avoid failure. The photos look concerning. The quotation is substantial. The pressure to approve works is real.
Knowing how to review contractor findings is what separates a defensible maintenance decision from an expensive reaction. A contractor’s report can identify genuine defects, but it can also frame the problem around the work that contractor is equipped to sell. That does not make every recommendation wrong. It means the evidence, diagnosis and proposed scope need to stand on their own.
For commercial asset owners, facility teams and project managers, the question is not whether a roof has defects. Most roofs do, particularly as they age. The question is whether the stated defects justify the proposed work, at the proposed price, at this point in the asset lifecycle.
Start with the finding, not the solution
Contractor reports often move too quickly from observation to scope. A ponding area becomes a recommendation for extensive membrane replacement. A leak becomes a call for a new roof. Corrosion at isolated fixings becomes an urgent replacement programme.
Slow the process down. Separate what was observed from what has been inferred and what has been quoted. These are three different things.
A credible finding states the defect, its precise location, its extent and the evidence supporting it. For example, it might identify failed laps along a defined section of roof, water ingress confirmed below those laps, and associated substrate deterioration. A recommendation then explains the appropriate response, whether that is local repair, staged remediation, further investigation or replacement.
If the report jumps from a broad statement such as “roof is at end of life” straight to a replacement quotation, ask what condition data supports that conclusion. Age is relevant, but age alone is not a diagnosis. Some roofs nearing their nominal design life remain serviceable with targeted intervention. Others fail early because of poor installation, drainage defects, incompatible repairs or neglected maintenance.
Test the evidence behind every major claim
Do not approve substantial works on the basis of a handful of photographs and general language. Photos can prove that a defect exists. They do not necessarily prove its extent, cause or the most cost-effective remedy.
For every significant finding, request evidence that allows the issue to be verified. This should include clear, dated photographs with location references, marked-up roof plans, descriptions of test locations and observations, and a record of areas inspected. On larger or complex sites, the report should distinguish between representative sampling and a full inspection.
The key evidence questions are straightforward:
- Where exactly is the defect, and how much roof area is affected?
- Is the defect active, progressive or historic?
- Has the source of water ingress been confirmed, rather than assumed?
- What tests, intrusive checks or moisture investigations support the diagnosis?
- Are there similar defects elsewhere, and were those areas actually inspected?
A ceiling stain is evidence of water ingress somewhere. It is not proof that the roof membrane directly above has failed. Water can track along structure, services, insulation, flashings and penetrations before it becomes visible internally. Treating the visible symptom without tracing the water path is how repair budgets get spent twice.
The same discipline applies to drainage. Standing water may result from blocked outlets, inadequate falls, deflected roof structure, poorly positioned overflows or membrane deformation. Each cause has a different remedy and a different cost profile. A contractor finding that identifies ponding but not its cause is incomplete.
Review contractor findings against the actual scope
A sound diagnosis can still lead to an inflated or poorly defined scope. Review the proposed works line by line against the documented defects.
Ask whether each item is necessary to resolve the stated issue. If the contractor proposes replacement across an entire roof zone, the report should explain why localised repairs, staged works or a recover system are unsuitable. There may be valid reasons, including widespread deterioration, wet insulation, poor substrate condition, compliance constraints, warranty limitations or repeated failure history. But those reasons need to be documented, not assumed.
Pay close attention to scope boundaries. Are flashings, penetrations, upstands, gutters, outlets, expansion joints, safety systems, roof access and making-good works included? A low headline price can become a costly variation programme when these interfaces are vague.
For capital works, the proposed system should also be specific. “New membrane” is not a scope. The documentation should identify the substrate preparation, membrane type and thickness, reinforcement, primer, termination details, drainage modifications, insulation treatment, fall correction, testing requirements and warranty position. If these details are absent, competing quotations are unlikely to be comparable.
Challenge urgency without ignoring risk
Urgency is sometimes justified. Active leaks above critical operations, unsafe roof elements, widespread wet insulation, electrical exposure or a rapidly deteriorating membrane may require immediate action. Delaying for a lengthy procurement process can create more damage and greater operational risk.
But “urgent” is also a useful sales lever. Ask the contractor to define the consequence of deferral. What is likely to happen if works are delayed by 30, 90 or 180 days? Which areas present an immediate risk, and which can be managed through monitoring or temporary repairs?
This distinction helps protect both people and capital. You may need to authorise emergency containment works now while taking the time to properly diagnose and tender the permanent solution. There is no commercial benefit in treating every defect as a crisis. There is also no benefit in waiting for total failure when the evidence already supports intervention.
Look for omissions, assumptions and conflicts
The most expensive problems in contractor findings are often what has not been addressed. A report may recommend membrane replacement while overlooking inadequate drainage. It may identify split flashings but fail to examine the movement or structural condition causing repeated splitting. It may propose a coating system without confirming that the existing roof is suitable for coating.
Read for assumptions. Phrases such as “appears to be”, “likely cause”, “generally deteriorated” and “where required” are not automatically wrong, but they should trigger further questions when used to support major expenditure. The contractor may be working from limited access, incomplete drawings or non-invasive observations. That limitation needs to be clear.
Then consider the commercial position of the author. A roofing contractor has practical expertise and may be well placed to identify defects. However, if the same business diagnoses the issue, designs the remedy, supplies the system and performs the works, its recommendation is not independent. Its commercial incentive is built into the process.
That is not an accusation. It is a procurement fact. High-value decisions need enough independent scrutiny to give the client control.
Compare like with like before seeking prices
Obtaining three quotations does not create competition if every contractor has interpreted the problem differently. One may price local repairs, another may include partial replacement, and a third may allow for full replacement with drainage upgrades. The numbers will vary, but the comparison will be meaningless.
First establish an agreed defect diagnosis and performance-based scope. Then seek pricing against that scope. Contractors can still propose alternatives where they believe there is a better method, but those alternatives should be clearly separated from the base price.
A good comparison considers more than cost. Assess the proposed methodology, sequencing, protection of occupied areas, access requirements, programme, safety controls, warranty, quality assurance, testing and exclusions. On operational sites such as hospitals, schools, logistics facilities and government buildings, a cheaper scope can be more expensive if it disrupts operations or leaves interfaces unresolved.
Use an independent review when the decision is material
An independent roof consultant is most valuable before the scope is locked in, not after the contractor is mobilised. The purpose is not to create unnecessary delay or undermine competent contractors. It is to establish the facts, define the work required and make sure the client is buying a solution rather than a sales outcome.
For disputed findings, recurring leaks, warranty concerns, large capital proposals or handover defects, independent inspection can confirm the condition, identify root causes and produce an actionable scope for procurement. It also creates an evidence trail that supports board approvals, insurer discussions, warranty claims and contractor accountability.

Keep a clear decision record
Once the findings have been tested, record why the chosen action was approved. Note the evidence reviewed, risk of deferral, alternatives considered, scope inclusions and exclusions, budget basis and any remaining uncertainties. This is particularly valuable where works are staged or where temporary repairs are used to manage risk ahead of capital approval.
A clear record protects the people making the decision as much as the asset itself. It shows that expenditure was based on evidence, proportionate to the risk and aligned with the building’s operational requirements.
The right question is rarely “Do we trust this contractor?” The better question is: “Can this recommendation be proven, scoped and priced in a way that protects the asset?” If the answer is unclear, do not buy certainty from the person selling the work. Get the facts first.
